WHAT IS EWU EARLY HEAD START?

Since 1998, Eastern Washington University (EWU) has been the grantee for the federal Early Head Start (EHS) program in Ferry, Stevens and Pend Oreille counties of Washington State, locally known as the "Tri-Counties". 

As a regional university, EWU has served the citizens of the Tri-County area for over 125 years. 

EWU EHS is the only provider, in the Tri-Counties, of comprehensive health and development services for low income pregnant women, infants and toddlers and their families.  Early Head Start preventive and education services include:

• child development,
• disability service coordination,
• medical, dental and nutrition,
• social-emotional development (infant mental health),
• parenting and  
• family support. 

In May 2010, the federal Office of Head Start recognized EWU EHS as a program with "extraordinary parent involvement" that:

"enhanced each child's development, promoted the growth of the parents' skills and abilities, and contributed to the successful accomplishment of goals for children and families in isolated areas in Northeastern Washington." [ACF Triennial On-site Monitoring Review Results, June 26, 2010]

• Employs 26 permanent EWU staff, including 5 EWU alumni.
• Contracts with local agencies to provide preventive health, nutrition, disability and infant mental health services. 
• Operates facilities in Colville and Newport.  
• Provides services to pregnant women, children and families in their homes and local communities throughout a 6000 square mile services area.

FEDERAL OHS REVIEW AND STATE AUDIT FINDINGS             

Single Audit Report

Office of Head Start Triennial Federal Review

In May, 2010, the Administration for Children and Families (ACF) conducted an on-site monitoring review of the EWU EHS program.  Based on the review, ACF determined that "the EWU EHS program is in compliance with all applicable Head Start Program Performance Standards, laws, regulations, and policy requirements" and recognized an Area of Strength in Parent Involvement.  Notes:    

¹ Of 179 enrolled children, 22 of the children transitioned out of the program before records were received for their well-child exams, including 12 who aged out of the program before their 36 month well-child exams were documented.  If those 22 children are included in the "not up-to-date" category, the resulting EWU EHS completion rate for well-child exams is 86% rather than the reported 98%.

² Of 179 enrolled children, 15 of the children transitioned out of the program before records were received for their most recent immunizations.  If those 15 children are included in the "not up-to-date" category, the resulting EWU EHS completion rate for immunizations is 89% rather than the reported 97%.

³ At the time of enrollment, only 70 of the newly enrolled children reported a Dental Care Home.

 

EWU EHS PARENTS MAKING A DIFFERENCE

Parents with enrolled children volunteered over 30,000 hours of their time with the EWU EHS program.  Parent involvement activities included:

• 180 Play and Learn socializations and center-based Parent Committee meetings in locations throughout the 6000 square mile Tri-County service area.
• Play and Learn and Parent Committee topics included:  Preventive Health Care, Pedestrian Safety/Transportation, Advocating for your Child, Nutrition, Supporting Emotional Development, Winter Health & Safety, Understanding/Supporting your Child's Development, Partnering with EHS, Learning about Community Resources, Summer Health & Safety and more.
• The EWU Early Head Start Policy Council, made up of 12 Parent Representatives and 4 Community Representatives, participated in the development and review of the annual Self-Assessment, Community Assessment, budget development and monitoring, personnel decisions, program service option decisions and approval of grant applications.
